100 Years Ago on this Date – December 17, 1914
President Woodrow Wilson signed the Harrison Narcotics Tax Act into law, making cocaine and opiates illegal for non-medical use. People who didn’t obtain the drugs through a doctor had to obtain a license and pay a tax. The licenses were difficult to obtain, so people were arrested for possessing drugs without a license and/or for not paying the tax.
